i love chuck hagel and all of that. he's made great sacrifices in the surface, but anyone who joins the group that says we want to have a nuclear free world sounds so good, but you don't lead by example. you don't say we're going to do away with tears because they may know china and russia and north korea and iran are all going to do away with the capabilities. so that's one of the objections i have two chuck hagel, his nomination. >> host: u.s.a. to the papers he would reach a filibuster against his nomination. it looks according to the "baltimore sun" that all circuits are democrats and two of your colleagues are also going to support his nomination. in in fact it can be 60. >> guest: let me correct your first spirit are not filibustering. i have to do is demand a 60-vote margin. i'm doing that. in fact, almost all controversial appointments. cabinet level appointments end up with a 60-vote margin. yeah, you may be right. they may be right there and if so you'll see people change their votes so they can be in the prev

senator hagel is a former enlisted soldier. he understands defense policy and the practice from the ground up. he is the leader we need as secretary of defense. he's experienced by any measure. like many of the people he'll lead in the pentagon, he's earned a combat infantryman's badge. and this is not something that is in the abstract. he has two purple hearts from combat service in vietnam. he still carries shrapnel in his body from his injuries. on any issue having to deal with the u.s. military, i have long valued the firsthand experience of chuck hagel. but this service alone is not are what makes him qualified. he's been a leader in the public and private sectors. he cofounded van guard cellular systems, a successful cellular carrier in the 1980's and 190's. he was president and c.e.o. and the chief operatin operating off the 1997g-7 summit. he served as president of an investment bank and is a two-term united states senator. clearly a qualified nominee. since his nomination was announced last month, some have questioned

senator hagel's answer was no. senator hagel, like all of our nominees, has undergone a thorough f.b.i. background investigation. and senator inhofe and i reviewed the f.b.i. file. innuendo that senator hagel could somehow be hiding the fact that he's on the payroll of a foreign power is offensive to those of us who have served with him and is beneath the dignity of the united states senate. i ask unanimous consent that a series of letters in which certain senators requested additional financial disclosure and the letter that i responded with be made part of the record at this time. the presiding officer: without objection, so ordered. mr. levin: mr. president, the department of defense right now needs its new leader. its current leader who has done a great job has announced that he is leaving and has set a time for that departure. we face a budgetary challenge of immense proportions not just in the department of defense but in all of our agencies. our military is engaged in combat operations overseas. north korea

i served with chuck hagel. he is a conservative republican representing the ultra liberal state of nebraska. he served with distinction in the united states senate as a senator, served on the foreign relations committee, armed services committee, intelligence committee. he's a man of quality, a man of courage. not just being able to come and give a speech here on the senate floor. during the vietnam war, he volunteered to go into combat. that's what he chose to do. because he thought it was the patriotic thing to do for his country, our country. and his family felt that way. he and his brother went togeth together. they didn't go to push pencils. they carried rifles, had strapped to their sides grenad grenades. he was wounded twice. he's an enlisted man. he didn't walk around ordering people to do things. people were ordering him around what to do. except when it came to his brother, who he saved his brother's life in combat in vietnam. and they are filibustering him. that's what they're doing. i'm going to go

he was -- senator hagel. there are some legitimate questions, information we haven't gathered we should have an opportunity to look at and people not only-on the committee should have a chance to review this nomination so the idea of waiting till after the break makes imminent sense and i think we'll have a better informed decision and debate should continue at least for that period of time. now, senator kerry was able to get out of committee and voted on the same day because all of us felt comfortable with john kerry even though we disagreed with his politics. i believe that john kerry is a good man. we on the opposite issues sometimes when it comes to iraq and initially syria, but i always thought he was in the mainstream of the debate. so he got 97 votes because we felt comfortable. you can tell that people on our side and some others quite frankly on if democratic party have expressed some discomfort. i would argue after the hearing there is more discomfort than there was before the hearing, that senator

where senator hagel is on this is not clear. one area that reflects how desperately the department of defense needs to change its culture of inefficiency is how it procures goods and services, in particular how it acquires major weapon systems. while reforms in this area have been attempted for more than 25 years, the same deplorable outcomes, major cost overruns, schedule slips or failures to perform as promised, all those persist. why? it's because despite these efforts the underlying culture within the department of business as usual which predisposes its largest programs to these outcomes has been allowed to live on. and how the department procures its largest and most expensive weapon systems, this translates into a mindset that so fails to realize the need for affordability that it has made the department more willing than it should be to accept at any cost more risk than it can responsibly manage. there are far too many examples where the department begins a major program without knowing what it really wants or how these
